House Oversight Chair Demands Treasury Investigate CCP-Linked Anti-Israel Network
Committee recommends Treasury freeze and seize billionaire Neville Roy Singham's assets from dark money operations funding radical groups tied to violence and terrorism
House Committee on Oversight and Government Reform Chairman James Comer (R-Ky.) and Task Force on the Declassification of Federal Secrets Chairwoman Anna Paulina Luna (R-Fla.) are demanding the U.S. Treasury Department conduct an immediate investigation into whether federal sanctions, asset freezes, or criminal penalties should be applied against a network of far-left organizations allegedly funded by U.S. billionaire Neville Roy Singham.
The wealthy Shanghai-based Marxist activist, who has reported ties to the Chinese Communist Party (CCP), has been accused of financing anti-Israel and anti-American civil unrest across America.
In a letter sent Sunday to Treasury Secretary Scott Bessent, the lawmakers request a comprehensive evaluation of Singham's financial network, which they allege has funneled millions through nonprofits to support extremist organizations that "sow discord in the United States" and promote "malign activities conducted at the behest of the CCP." The investigation comes as Singham's affiliates have been linked to recent violence in Los Angeles that prompted President Trump to deploy the National Guard.

Dark Money Network Under Scrutiny
According to The New York Times, Singham—who resides in China—has built an elaborate dark money network that funnels funds through nonprofits with "almost no real footprints," including the United Community Fund and Justice Education Fund. Financial records show nearly $1.8 million flowed from these entities to Chinese media company Maku Group, whose office prominently displays a banner reading "Always Follow the Party" with an image of Chinese leader Xi Jinping.
The lawmakers' letter details how Singham's influence network has expanded to include antisemitic organizations such as Shut It Down for Palestine (SID4P), established in October 2023. According to the Network Contagion Research Institute, several "Conveners" operating under SID4P's umbrella are part of Singham's donor portfolio, including organizations with alleged ties to U.S.-designated foreign terrorist organizations like the Popular Front for the Liberation of Palestine (PFLP).
In 2019, Singham started a consulting business with Chinese partners "active in the propaganda apparatus" of the CCP, according to The New York Times. The publication tracked "hundreds of millions of dollars to groups linked to Mr. Singham that mix progressive advocacy with Chinese government talking points."

FARA Violations Alleged
The congressional investigation centers on potential violations of the Foreign Agents Registration Act (FARA), with lawmakers arguing that Singham may be carrying out the CCP's "Strategy of Sowing Discord"—efforts designed to deepen internal disputes to distract from external conflicts. "If Mr. Singham is carrying out this strategy on behalf of the CCP, he may have an unfulfilled FARA registration obligation," the lawmakers wrote.
FARA requires public disclosure by persons engaging in propaganda activities for foreign governments, with violations carrying potential criminal penalties. The lawmakers note that Singham ignored their June 2024 request for documents and communications related to his funding activities.
Extensive Network Under Investigation
The Treasury Department is being asked to evaluate sanctions applicability against 19 specific organizations allegedly tied to Singham's network, including the Party for Socialism and Liberation, Code Pink, People's Forum, BreakThrough Media, ANSWER Coalition, International People's Assembly, National Students for Justice in Palestine, Palestinian Youth Movement, and Samidoun, which was designated as a “sham charity” for the PFLP.

The investigation revealed how these organizations share leadership, funding sources, and programming that consistently promotes sympathetic views of China, justification for Hamas terrorism, and anti-American, anti-Israel rhetoric.

Jewish Onliner also previously reported on the Party for Socialism and Liberation (PSL), which has allegedly been connected to violent extremism. Concerns about PSL's influence were highlighted by the May 21, 2025 shooting deaths of two Israeli embassy staff members, Yaron Lischinsky and Sarah Milgrim, outside a Washington D.C. Jewish museum event.
The suspected gunman, 30-year-old Elias Rodriguez of Chicago, allegedly shouted "Free Palestine!" during his arrest and has documented ties to PSL. According to archived reports, Liberation News—the PSL's publication—referred to Rodriguez as being "from the party of Socialism and Liberation" in an October 2017 article that included an image of him attending a protest while holding a sign reading ANSWER Coalition, of which PSL has been described as one of the founding members. The article was reportedly taken offline shortly after the D.C. attack, though archived versions remain available.

Call for Immediate Action
The lawmakers also demanded that Treasury provide periodic briefings on the investigation's progress and any resulting enforcement actions, describing this information as "essential to evaluate current legal authorities and to inform legislation ensuring the U.S. Government has adequate capabilities to combat CCP influence operations."
The Treasury Department has not yet responded to requests for comment on the congressional letter, which represents the most comprehensive congressional effort to date to investigate alleged foreign funding of domestic civil unrest through dark money networks.
