U.S.-Sanctioned PCPA Official Set to Speak at London Event
Flotilla organizer Saif Abu Keshek at International Centre of Justice for Palestinians (ICJP) event one month after being sanctioned.

The International Centre of Justice for Palestinians (ICJP) and the Red Ribbons Campaign listed Saif Abu Keshek as an in-person speaker for a June 19 gathering in central London titled “Together Against the Death Penalty.” The event misleadingly page describes him as a Palestinian-Spanish activist and a leading figure in the so-called humanitarian flotilla.
However, one week before the event announcement, the US Treasury sanctioned Saif Abu Keshek, identifying him as a member of the General Secretariat of the Popular Conference for Palestinians Abroad (PCPA)—an entity designated by the U.S. Treasury in January 2026 as a Hamas-controlled fundraising operation.
Event Co-Organizer Has Ties to Previously Designated PCPA Official
The Red Ribbons Campaign, which co-hosts the June 19 event, was founded by Adnan Hmidan, according to Middle East Eye. PALinfo identifies Hmidan as Chair of the Palestinian Forum in Britain.
The Palestinian Forum in Britain’s official Instagram account posted a leadership announcement thanking former Chairman Zaher Birawi and stating that Adnan Hmidan was assuming the role of Chairman. Similar to Abu Keshek, the U.S. Treasury sanctioned Birawi in January 2026 for his role as a senior PCPA official, a member of its General Secretariat, and one of the founding members of the organization.
Abu Keshek’s Confirmed PCPA Ties
As Jewish Onliner previously documented, the archived Global Sumud Flotilla (GSF) website from October 1, 2025 contains a biography section identifying Saif Abukeshek as a secretariat member of the PCPA. This description no longer appears on GSF’s current website as of May 2026 — approximately four months after the PCPA designation.
The change appears to fit a broader pattern across flotilla-linked websites, including the Freedom Flotilla Coalition (FFC) website, which previously listed Zaher Birawi before that reference was removed from the current website following the Treasury’s designation of him as a Hamas financier.
UK Corporate Records Show Active Director Role
UK Companies House records show that Saif Abu Keshek remains an active director of Menorca Yachting Limited. The company apparently lists him as holding ownership of 75 percent or more of shares, voting rights, and the right to appoint or remove directors.
Mustafa Barghouti
The event also features Dr. Mustafa Barghouti, who ICJP describes as General Secretary of the Palestinian National Initiative. Following October 7, 2023, Barghouti called it “a glorious day for the Palestinian resistance and people.” Mondoweiss published an interview in which Barghouti advocated for “the right to resist in all forms, including military forms.”
The Jerusalem Post reported that Barghouti praised former Hamas leader Yahya Sinwar and told Iranian state media the October 7 massacre “caused the Palestinian issue to be in the focus” again, describing the attack’s results as an “achievement.”
