Oklahoma Orders Terrorism Threat Review of CAIR and Muslim Brotherhood
The Aug. 12 directive authorizes intelligence-driven preventive and investigative action while pressing Washington to designate both organizations as Foreign Terrorist Organizations

Oklahoma Gov. Kevin Stitt signed an executive order on Aug. 12, 2026, directing the Oklahoma Department of Public Safety and the Oklahoma Office of Homeland Security to assess whether the Muslim Brotherhood, the Council on American-Islamic Relations or people acting with them present a terrorism or public-safety threat in Oklahoma. Taking effect immediately, the order directs officials to take preventive and investigative measures supported by the resulting intelligence and advocate for federal terrorist designations.
The Order Calls for State and Federal Action
Beyond the threat assessment, the order instructs the two agencies to urge Washington to designate both organizations as Foreign Terrorist Organizations under Section 219 of the Immigration and Nationality Act. It also encourages the Oklahoma Legislature to pass legislation declaring the Muslim Brotherhood and its chapters or subdivisions, including CAIR, to be FTOs.
Stitt’s announcement said the review is intended to ensure that state resources do not support terrorism or those who enable it.
“Oklahomans expect their government to take terrorism seriously and to act before threats become tragedies,” Stitt said.
Washington Has Designated Specific Brotherhood Branches
The Oklahoma action follows federal decisions targeting specific branches of the Muslim Brotherhood. President Donald Trump ordered a federal review in November 2025 focused initially on the Lebanese, Egyptian and Jordanian branches.
In January, the State Department designated the Lebanese Muslim Brotherhood as both an FTO and a Specially Designated Global Terrorist. The Treasury Department designated the Egyptian and Jordanian branches as Specially Designated Global Terrorists for providing material support to Hamas. The State Department later added the Sudanese Muslim Brotherhood to the FTO list in March.
The order cites Hamas’s origins in the Palestinian Muslim Brotherhood and the Holy Land Foundation prosecution, in which a federal jury convicted the foundation and five leaders in 2008 for providing approximately $12.4 million in support to Hamas through affiliated committees and organizations.
Federal prosecutors listed CAIR among 246 people and entities described as unindicted co-conspirators or joint venturers before the trial. A district judge later said the government had produced ample evidence connecting CAIR with the Holy Land Foundation, the Islamic Association for Palestine and Hamas.
Order Follows Senate Hearing
Oklahoma’s order arrived one week after a U.S. Senate Judiciary subcommittee hearing examined the Muslim Brotherhood’s network in the United States. It also follows a January resolution by the Oklahoma Republican Party calling on Stitt and lawmakers to classify CAIR and the North American Islamic Trust as terrorist organizations.
