Oklahoma Mosque Dispute Escalates Over Owner's Alleged Ties to Muslim Brotherhood
As legal action looms, Oklahoma's Attorney General is probing the ownership of the disputed property, pointing to reported links between the North American Islamic Trust and the Muslim Brotherhood
The Islamic Society of Tulsa (IST) is gearing up for a legal battle after its expansion plans in Broken Arrow were rejected, citing a federal law designed to protect religious institutions from discriminatory zoning decisions. The Broken Arrow City Council voiced concerns over the project’s size, zoning issues, and facilities , but the IST alleges the denial may have been influenced by Islamophobia. In response, the IST is planning legal action under the Religious Land Use and Institutionalized Persons Act (RLUIPA).
However, the property at the center of this dispute is owned by the North American Islamic Trust (NAIT), an organization described by some researchers and advocacy groups as having alleged links to U.S.-based Muslim Brotherhood networks. Further complicating the matter, these connections have prompted an investigation by the state's Attorney General Gentner Drummond.
The Rejection and the Legal Threat
The Islamic Society of Tulsa had proposed a significant expansion of its existing center in Broken Arrow. The project, a 42,000 square foot building which was to include a worship space, strip mall, public clinic, and more than 700 parking spaces, was denied 4-1 by the Broken Arrow City Council. City officials cited concerns about the project’s scale. lack of sewage infrastructure, traffic congestion, and other technical factors.

In response, the IST has announced its intention to take legal action, alleging that the denial was not based on zoning regulations but on anti-Muslim sentiment. The threatened legal action is based on the Religious Land Use and Institutionalized Persons Act (RLUIPA), a federal law that provides broad protections for religious institutions in zoning and land use disputes.
Ownership and NAIT’s Alleged ties to the Muslim Brotherhood
Adding a complex layer to this local zoning dispute is the ownership of the property in question. The Islamic Society of Tulsa’s own constitution states that the property is held in trust by the North American Islamic Trust (NAIT).
This and the question of who is financing the project has drawn the attention of Oklahoma Attorney General Gentner Drummond, who has launched an investigation into the matter particularly that the “land for the development is owned by the North American Islamic Trust, which reportedly has ties to the radical Muslim Brotherhood.” He stated:
“In our state, we have already seen a radical Islamist sentenced for plotting mass murder. Several 9/11 hijackers had attended an Oklahoma flight school. It is only appropriate to act with caution when the project in question might have connections to the Muslim Brotherhood.”

A report by the George Washington University Program on Extremism has detailed NAIT’s early origins and leadership overlaps within a broader network of U.S.-based Islamic organizations formed by Muslim Brotherhood–linked activists. According to the Investigative Project on Terrorism, NAIT is an alleged Muslim Brotherhood front group as identified in a redacted FBI memo.
NAIT was also listed under, “A list of our organizations and the organizations of our friends,” in the 1991 Muslim Brotherhood Explanatory Memorandum uncovered by the FBI which allegedly laid out strategic goals for the Brotherhood in North America and included a process called, “Civilization Jihad.” Previous reporting from Jewish Onliner has also highlighted the significant number of mosques and Islamic centers across the United States that are owned by NAIT, numbering over 400.
While the IST’s legal challenge focuses on religious freedom, the ownership of the property by an entity with alleged ties to the Muslim Brotherhood has introduced a new dimension to the controversy, prompting a state-level investigation and raising questions about the ultimate beneficiaries of the proposed expansion.
The Trump administration designated three branches of the Brotherhood as terrorist organizations January 2026 along with similar designations from Florida and Texas in late 2025.
The outcome of the IST’s legal challenge and the Attorney General’s investigation will be closely watched, as it could have significant implications for similar disputes across the country.
