Over 30 Charities Exposed as Hamas Front Groups Funneling Millions to Terror
Treasury designates four Turkish and Indonesian nonprofits as sham charities for Hamas with cumulative enforcement now spanning 30+ organizations across multiple continents
The U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) has now designated at least 30 charitable organizations for funneling funds to Hamas, with the most recent action in March 2026 targeting four additional sham charities directly financing Hamas’s military wing, the Izz al-Din al-Qassam Brigades.
The March 12 designations include three Turkey-based nonprofits—Ghazi Destek Dernegi (GDD), Hayat Yolu, and Palestinian White Hands Assistance and Solidarity Association—and Indonesia-based Komite Nasional Untuk Rakyat Palestina (KNRP).
Treasury Secretary Scott Bessent stated, “Hamas continues to finance its military wing by exploiting sham charities to support terrorist operations. The Treasury Department will not allow Hamas to misuse the charitable sector for its violent aims, and we will continue to target these networks wherever they operate.”
How the Network Functions
According to Treasury documentation, Hamas raises overseas funds through a multi-layered network where international nonprofits funnel assets to local charities in Gaza that are controlled by Hamas’s military wing. The three Turkey-based organizations designated in March—GDD, Hayat Yolu, and Palestinian White Hands—play distinct roles in this pipeline.
GDD and Hayat Yolu function as charities involved in Hamas’s international funding network, enabling external revenue generation in direct support of the military wing. Internal documents show GDD worked in collaboration with other designated entities, including Waed Society Gaza, to materially support individual Hamas members and finance construction projects that directly benefit the organization. Separate documents indicate Palestinian White Hands is integrated within Hamas’s military wing security apparatus itself.
The Indonesia-based KNRP has coordinated with Hamas to fund and distribute materials exclusively for Hamas fighters. Treasury found that KNRP provided funding for charitable projects in Gaza from which Hamas directly benefited, demonstrating the global reach of these coordinated operations.
Hayat Yolu serves an additional critical function: Treasury identified it as an operational headquarters, banking hub, and financial center for the Muslim Brotherhood, suggesting potential links between Hamas financing and broader Islamist organizational networks.

Scale of Cumulative Enforcement
The March 2026 designations represent the latest in a series of Treasury actions, now encompassing organizations across Gaza, Turkey, Indonesia, and international diaspora networks.
Earlier January 2026 designations targeted six Gaza-based organizations that that Treasury said claimed to provide medical care to Palestinian civilians while in fact supporting Hamas’s military wing. These organizations are the Waed Society Gaza, Al-Nur Society Gaza, Qawafil Society Gaza, Al-Falah Society Gaza, Merciful Hands Gaza, and Al-Salameh Society Gaza.
Treasury said members of Hamas’s internal security forces were formally assigned to at least two of the Gaza-based groups—Waed Society and Al-Salameh—and that Al-Falah alone transferred more than $2.5 million to Hamas over a recent three-year period.
Treasury also designated the Popular Conference for Palestinians Abroad (PCPA), which it described as a clandestine Hamas front established and managed by operatives from Hamas’s Bureau of International Relations. Treasury said the group organized flotillas seeking to breach Israel’s security cordon around Gaza and operated in accordance with Hamas directives.
Deliberate Donor Deception
Treasury’s enforcement actions consistently identify a core tactic: deliberate misrepresentation to international donors. These organizations present themselves as independent humanitarian entities, often claiming to provide civilian aid or medical care, while Treasury says they are used to support Hamas’s military operations.
Treasury stated that “Hamas continues to rely on deceitful practices to hide its revenue-generating activities behind civilian organizations under the pretense of conducting humanitarian work, while in reality supporting the group’s continued efforts to fund their terrorist operations.”
According to Treasury documentation, Hamas leaders “prey on donors’ sympathies to siphon large sums of money into prolonging the suffering of Palestinians,” using humanitarian cover to finance military operations that target civilians.

Enforcement Architecture and Forward Trajectory
These designations are taken pursuant to Executive Order 13224, the counterterrorism sanctions authority. Once designated, all property and interests in property held by these organizations are blocked. U.S. persons and entities are prohibited from transacting with designated organizations, and any blocked property must be reported to OFAC.
The depth of Treasury’s documentation, including internal Hamas records and other captured documentary evidence, indicates. that the known network extends significantly beyond designated entities.
