Francesca Albanese Presented “Torture and Genocide” Report and Appeared Alongside U.S.-Sanctioned Groups
Francesca Albanese, sanctioned under a U.S. executive order tied to ICC proceedings, shared the platform with Al-Mezan and Al-Haq, two U.S.-sanctioned organizations
Francesca Albanese, the United Nations Special Rapporteur on Palestinian territories who was sanctioned by the U.S. under an executive order tied to ICC-related proceedings, presented her latest report titled "Torture and Genocide" at the 61st UN Human Rights Council session in Geneva this week.
The report, which documents alleged Israeli torture practices as "integral to genocide," came as Albanese participated in events with Al-Mezan and Al-Haq, two Palestinian organizations that Israel designated as terror-linked in 2021 and the U.S. government sanctioned in 2025. The programming also included a screening of The Voice of Hind Rajab.

The 71-page UN report alleges that Israel has employed “torture on a scale that suggests collective vengeance and destructive intent” since October 2023, claiming systematic abuse constitutes evidence of genocidal intent under Article II of the Genocide Convention. Albanese argues that both custodial detention practices and broader military operations in Gaza together form “the architecture of settler-colonialism, built on a foundation of dehumanization.”
Partnering with Sanctioned Organizations
Albanese joined discussions with Al-Mezan Center for Human Rights and Al-Haq, organizations at the center of international controversy over alleged terror financing and organizational ties to designated terrorist groups.
In October 2021, Israel’s Defense Ministry designated six Palestinian civil society organizations as terror groups, including Al-Haq and other groups it claimed constituted “a network of active organizations” belonging to the Popular Front for the Liberation of Palestine (PFLP), a U.S.-designated terrorist organization. NGO Monitor subsequently documented what it described as organizational and individual ties between these NGOs and the PFLP.
In September 2025, the U.S. State Department sanctioned Al-Haq and Al-Mezan, with then-Secretary of State Marco Rubio stating the organizations were “directly engaged in ICC’s illegitimate targeting of Israel.” The designation froze any U.S.-based assets and prohibited American individuals and entities from conducting transactions with the organizations.
Albanese herself became the target of U.S. sanctions in July 2025 when the State Department imposed financial restrictions on her pursuant to a Presidential Executive Order targeting those engaged in what it characterized as "lawfare" against U.S. and Israeli persons in connection with International Criminal Court proceedings.
