Israeli naval forces intercepted approximately 175 pro-Palestine activists aboard more than 20 boats of the Global Sumud Flotilla near the Greek island of Crete on April 30, 2026. The Israeli Foreign Ministry released a video it said showed condoms and small bags allegedly containing drugs aboard the vessels, while characterizing the mission as a PR stunt. Before the interception, Defense Minister Israel Katz imposed sanctions on a crowdfunding campaign he said was “organized by the Hamas terrorist organization” to finance the flotilla.
Israeli Interception
Israel’s Foreign Ministry initially said the detained activists were being brought to Israel after the interception. Later, Foreign Minister Gideon Sa’ar said Israel had reached an arrangement with Greece to transfer the activists there instead, describing the move as a coordinated effort to resolve the incident peacefully.
The declared objective of the Global Sumud Flotilla is to “break the illegal siege on Gaza by sea.” The coalition behind the mission includes the Freedom Flotilla Coalition, which has been organizing such voyages since 2010.
Hamas Links Through Key Organizers
Israeli authorities have repeatedly pointed to Zaher Birawi, a Palestinian-British journalist and founding member of the Freedom Flotilla Coalition, as evidence of Hamas ties to the flotilla operations. Birawi, who describes himself as head of the International Committee to Break the Siege on Gaza, was designated by Israel as a Hamas operative in 2013 and has been photographed with former Hamas leader Ismail Haniyeh.
Both the Israeli Knesset and UK Parliament have named Birawi for alleged Hamas ties, and he is listed as a trustee of a UK-registered charity, Education Aid for Palestinians. The U.S. Treasury sanctioned Birawi in January 2026 for allegedly providing support to the Popular Conference for Palestinians Abroad, which Treasury designated for acting for or on behalf of Hamas.
Saif Abukeshek, a Barcelona-based Palestinian activist and member of the Global Sumud Flotilla steering committee, has been identified by Israeli authorities as a Hamas-linked operative through his role in the PCPA, a network Israel says functions as Hamas’ representative body abroad. Israeli officials also identified him as CEO of Cyber Neptune, a Spain-based company they said owned dozens of vessels used in the flotilla campaign.
Wael Nawar, identified by flotilla organizers as a Global Steering Committee member, was among Tunisian activists detained in March 2026. AP reported Tunisian media said the investigation involved alleged money laundering, fraud, and misuse of donation funds.
Sanctions Target Flotilla Fundraising
Katz’s sanctions targeting the flotilla’s crowdfunding campaign were announced as the convoy approached the eastern Mediterranean. Organizers put the mission at more than 70 boats and about 1,000 participants from around the world, while Israel’s Defense Ministry said earlier in April that the flotilla was expected to include more than 100 vessels and hundreds of participants. Israel’s Defense Ministry said the flotilla violated Resolution 2803, which it said requires aid to enter through accepted official channels.
The Foreign Ministry described the flotilla as driven by “Hamas joining hands with professional provocateurs” aimed at sabotaging peace efforts.
The April 2026 flotilla launch followed sexual misconduct allegations against a steering committee member that surfaced in mid-April. Palestinian activist group Heart of Falastin posted allegations that a committee member identified as “B.L.” engaged in sexual relations with three different volunteers during a previous voyage.
The group stated it had notified the steering committee over a month prior with detailed testimonies, but alleged the committee “failed to remove the individual, launch an investigation, or issue a public statement.”
