Qatar hosts a small group of leaders of Hamas, the Taliban and other unsavory organizations in coordination with the U.S. so that we, as Americans, have a way to indirectly intersect with these people (as does Israel with Hamas). Qatar is essentially home to U.S. Central Command (Bahrain hosts the U.S. Fifth Fleet), which is a primary bulwark against an Iranian attack on Israel (provided at no cost to Israel, btw). Americans of all ethnicities, including Jews, are warmly welcomed there, and are almost certainly treated better than Muslim Americans are treated in Israel when they visit.
