Australia's Grand Mufti Signed Fatwa Calling for Jihad Against "Zionists" and their "Collaborators"
Dr. Ibrahim Abu Mohammed's signature appears on Muslim Brotherhood-linked IUMS religious edict declaring violence against "Zionist entity and all those collaborating with it" obligatory
In a March 2025 religious edict, Australia’s Grand Mufti, Dr. Ibrahim Abu Mohammed, personally signed a ruling that says it is “obligatory for all Muslims and Muslim nations to engage in jihad against the Zionist entity and all those collaborating with it,” according to an Arabic-language document reviewed by Jewish Onliner.
The document, dated March 28, 2025, lists “His Eminence Sheikh Ibrahim Abu Mohammed” as member number three among the “Members Participating in the Fatwa” issued by the Fiqh and Fatwa Committee of the Qatar-based, Muslim Brotherhood-linked International Union of Muslim Scholars (IUMS).
This revelation comes as Australia grapples with an unprecedented wave of antisemitic attacks, culminating in the December 14, 2025 Bondi Beach massacre that killed 15 Jews celebrating Hanukkah, and the subsequent announcement of a Royal Commission into antisemitism by Prime Minister Anthony Albanese.
The discovery that Australia’s most senior Islamic authority personally signed a religious edict issued by a Qatar-based, Muslim Brotherhood-linked international body calling for jihad against “Zionists” and “those collaborating” with them raises urgent questions about religious leadership accountability as Australia confronts its worst antisemitic crisis in modern history.

The Mufti’s Signature on the Jihad Fatwa
The original Arabic version of the fatwa, titled “Fatwa of the Ijtihad and Fatwa Committee of the International Union of Muslim Scholars Regarding ‘The Ongoing Aggression on Gaza and the Suspension of the Ceasefire,’” bears the names of 15 committee members who “participated in the fatwa.”
Dr. Ibrahim Abu Mohammed is listed third, immediately following the committee chairman (Ali al-Qaradaghi, successor to the late spiritual leader of the Muslim Brotherhood Yusuf al-Qaradawi).

By signing the document, Dr. Abu Mohammed appears to have aligned himself with its declarations, including calls for military intervention, for supplying mujahideen with weapons and intelligence, and for treating jihad against the “Zionist entity and all those collaborating with it” as a religious obligation binding on Muslims worldwide.
Inside the Fatwa Committee
Dr. Abu Mohammed’s position on the IUMS Board of Trustees has been previously reported by the Middle East Media Research Institute (MEMRI). Jewish Onliner has discovered his direct participation on the organization’s Fiqh and Fatwa Committee—the specialized body responsible for formulating and issuing the religious rulings that have called for violence against Zionists.
Screenshots from committee meetings show Dr. Abu Mohammed participating in Zoom sessions where these religious edicts are discussed and formulated. A subsequent meeting further confirms his ongoing involvement in the committee’s work.

According to the IUMS website, “The objective of the Jurisprudence and Fatwa Committee is to study and discuss religious issues and issue fatwas based on the provisions of Islamic law. The Fatwa Document is an important tool that provides a framework for issuing fatwas and guiding religious matters. The meeting of the Jurisprudence and Fatwa Committee is part of its ongoing efforts to enhance a correct understanding of Sharia and provide religious guidance to Muslims in various fields.”
“Jihad Against the Zionist Entity and All Those Collaborating With It”
A review of the March 28, 2025 fatwa that Dr. Abu Mohammed signed reveals language calling for all capable Muslims to wage jihad and provide weapons to "the mujahideen (fighters)":

The religious ruling also appears to assert that anyone who acts “with the intention of weakening the resistance” is an apostate from Islam, before citing Quranic verse 5:51 to caution against taking Jews and Christians as allies.

The same Fatwa also called for obligatory, “ Financial Jihad,” — for every capable Muslim to equip the mujahadeen economically:

A comprehensive report by George Washington University’s Program on Extremism details how the IUMS Fiqh and Fatwa Committee has issued fatwas declaring support for the “Zionist entity” as apostasy — ”a crime punishable by death under Islamic law” — and has consistently framed the Israeli-Palestinian conflict in eschatological terms as a prelude to end-times battles.
The Qatar-Muslim Brotherhood Connection
The International Union of Muslim Scholars is no fringe organization. According to research by the Foundation for Defense of Democracies, the IUMS was founded in 2004 with backing from the Qatari royal family and was initially chaired by Yusuf al-Qaradawi—the Muslim Brotherhood’s spiritual leader—from its founding until his death in 2022.
Al-Qaradawi, who famously endorsed Palestinian suicide bombings against Israelis and described Hitler as carrying out “God’s commands of punishing Jews,” shaped the organization’s ideology for nearly two decades. The union is now led by his de-facto successor as spiritual head of the Muslim Brotherhood, Ali al-Qaradaghi.
Dr. Abu Mohammed can be seen along with al-Qaradaghi in one of the zoom meetings of the Fatwa Council via screenshots—the same al-Qaradaghi whose signature appears alongside Dr. Abu Mohammed’s on the March 2025 jihad fatwa.

Opposition to Royal Commission to Investigate Antisemitism
Dr. Abu Mohammed serves as Grand Mufti through his role with the Australian National Imams Council (ANIC), which describes itself as “currently the sole national organisation of Imams and Islamic Scholars with a broad community representation” and states it is “officially representing the wider interests of the Australian Muslim Community.”
The organization’s stated mission includes issuing rulings, providing religious guidance, and creating relationships with the wider Australian society. There are currently over 300 Imams registered with ANIC throughout Australia.
Adding another layer of controversy, ANIC has been notably critical of legislative efforts to combat antisemitism in Australia. The organization expressed being “appalled” by the passing of the Combatting Antisemitism, Hate and Extremism Bill 2026. ANIC stated, “This legislation has been rushed through with less than a week’s consultation, despite proposing major changes to criminal, national security, and migration law.”
ANIC participated in parliamentary hearings on the bill, arguing that "as drafted, the Bill treats religious leadership as a risk factor" and warning, “without explicit safeguards, religious sermons, pastoral guidance, and public religious commentary may be criminalised, prosecuted or unfairly targeted.”
This stance has raised eyebrows given that the legislation came in direct response to the surge in antisemitic attacks, including the Bondi massacre.
Context of Escalating Antisemitism
The revelations about Dr. Abu Mohammed’s signed participation in the IUMS jihad fatwa come against the backdrop of what Jewish community leaders describe as an unprecedented surge in antisemitic violence since October 7, 2023 leading up to the Bondi Beach massacre. According to the Times of Israel, “Australia has seen successive marches and protests that have included antisemitic rhetoric, as well as attacks on synagogues, schools and homes.”
The December Royal Commission announcement followed weeks of mounting pressure, with victims’ families penning an open letter demanding answers about “why clear warning signs were ignored, how antisemitic hatred and Islamic extremism were allowed to dangerously grow unchecked.”
Executive Council of Australian Jewry president Daniel Aghion KC said the inquiry must provide “an honest examination of government policies and the conduct and policies of key institutions and figures in major sectors of our society” in allowing antisemitism to thrive over the past two years.
Whether the inquiry will scrutinize the international organizational affiliations of Australia’s most prominent Islamic leaders—and investigate the contradiction between their domestic statements and the fatwas bearing their signatures calling for jihad against Zionists and their supporters—remains to be seen.

Given the large amount of antisemitism in the Koran, surely that means the bill is pointless?
